Announced in December 2019, construction of Hubbell Realty Co.'s 114-unit, five-story Level apartment building in the East Village didn't begin until late last year.
At first, the West Des Moines-based company took a pause during the onset of the COVID-19 pandemic, waiting for the right time to move forward, said Joey Taylor-Moon, vice president of marketing. Then, when Hubbell Realty decided to get work underway, it encountered delays compounded by pandemic-related materials and contractor shortages, she said.
